The new library and community hub in Tauranga has reached practical completion, marking a major milestone for Te Manawataki o Te Papa and the city’s new civic precinct.
Designed by Studio Pacific Architecture with Tauranga City Council, mana whenua, Willis Bond, and the wider project team, the building is the first new civic facility to be completed within the wider Te Manawataki o Te Papa development. It brings together learning, community services, cultural expression, and civic life in the heart of the city centre.
A major milestone for the civic precinct in Tauranga
Delivered on time and on budget, the new library and community hub brings Tauranga City Council one step closer to welcoming the community into a new place for learning and connection.
Studio Pacific has worked across the masterplan for Te Manawataki o Te Papa, as well as the design of the library and community hub, the central landscape, and public realm. The precinct spans the city centre block bounded by Wharf, Willow, Hamilton, and Durham streets, bringing together civic buildings, gathering spaces, landscape, and public routes through the city centre.
Designed as a welcoming civic hub
For Tauranga City Council, the ambition has always extended beyond a traditional library. The project has been shaped as a people-centred civic hub that reflects the identity, culture, and future aspirations of Tauranga, while supporting learning, creativity, community services, and connection in one place.
From the outset, the design has aimed to create a welcoming destination for the city centre. Cultural narratives, partnership principles, and flexible spaces have been woven through the building, allowing it to support a range of community needs and uses over time.
Supporting sustainable delivery
The library and community hub has achieved a NZGBC 6 Green Star Design rating, reflecting Tauranga City Council’s commitment to strong sustainability outcomes. The building comprises a mass-timber hybrid structure, rainwater harvesting system, high-performance facade and building services, all contributing to long-term performance and climate-resilient design.
Collaboration through delivery
Reaching practical completion has required sustained alignment between Tauranga City Council, mana whenua, Willis Bond, Studio Pacific, LT McGuinness, consultants, and the wider project team. Close collaboration has helped support timely decisions, strong on-site relationships, and a shared focus on the project’s long-term value for the city.
The wider precinct is grounded in the history and significance of the Te Papa peninsula, with mātauranga Māori design influence expressed through the buildings and landscapes. Studio Pacific has worked closely with mana whenua and project partners to develop cultural design outcomes that reflect the city’s past, present, and future.
Looking ahead to the public opening in October
With construction now substantially complete, the project has moved into its fit-out phase ahead of the public opening on 16 October. Furniture, shelving, technology, collections, and specialist spaces will be installed over the coming months, preparing the building to welcome the community later this year.
Once open, the library and community hub will support a wide range of public uses, from reading, research, and access to local history resources, through to bookable meeting rooms, public computers, creative technology spaces, and dedicated areas for children and families. We’re excited for the upcoming opening, and to see the building occupied, used, and shaped by the people of Tauranga.
